Updated EU Standard EN 60598 2018 for Luminaires
In October 2017, the latest EU bulletin decided to adopt the standard EN 60598-1:2015 for lamps and lanterns, which will soon end the transition period and be enforced. The latest version of the standard has made more technical revisions than the previous EN 60598-1:2008, including important technical changes, such as:1. New requirements for the construction method of LED lamps are given.2. Requirements for photobio-safety and insulation between different types of circuits are more precise.Among them, the biggest change is that photobiosafety is included in mandatory standards for the first time. According to the new standard, if light sources including LED, metal halide lamp and some special halogen tungsten lamp are used, which can not be exempted from retinal hazard assessment, they should be evaluated according to IEC/TR62778:2012 \”Application of Blu-ray Injury Assessment for Photobiological Safety of Light Sources and Lamps\”, and it is not suitable to use light sources whose Blu-ray hazard group is larger than RG2.It is also understood that the European Union took the lead in raising the level of photobiosafety to a mandatory standard. It is expected that other countries and regions will gradually follow suit. The new version of EU standards will greatly increase the production and testing costs of enterprises; once the product quality fails to meet the requirements of the standards, it will suffer economic losses and even the EU will be blacklisted if it is sampled and notified by the EU market.CENELEC Central Secretary has issued EN 60598-1:2015/A1:2018 standard on February 23, 2018. The updated standard is officially issued with the implementation date of 2018-08-23, which completely replaces the implementation date of 2021-2002-23. This means that all testing certificates using this version of standard from February 23, 2021-2002 will be automatically revoked, as shown in the following figure:

The purpose is to effectively address environmental, occupational health and safety risks associated with ship dismantling and to promote the early entry into force of the Hong Kong Convention. Compared with the Hong Kong Convention, the regulation has two kinds of control of harmful substances. It explicitly requires new shipbuilding (new ships built under the flag of EU member states) to hold the Hazardous Substances List and accept the inspection of the regulations no later than December 31, 2018; and all operating vessels (including flags of EU Member States and flags of non-EU member states) berthing in ports or anchorages of EU member states.
